- DO ART Demonstration Project


PURPOSE

Health Systems Trust (HST) wishes to appoint a Sub-District Monitoring and Evaluation Officer in KwaZulu-Natal Province to provide monitoring and evaluation support to the DO ART Project team.

The DO ART Demonstration Project aims to determine the health impacts of community-based clinical care and facilitate access to fast, reliable, locally based and patient-centred care as an essential component of healthcare delivery.

This role will entail community support visits, capacity-building and data quality assurance, and the incumbent will also support roving teams with analysis and data reports arising from community-level interventions.

This is a fixed-term contract position, renewable subject to the availability of funding. 

KEY RESPONSIBILITIES
  • Assist in the development and implementation of data quality and information quality guidelines and training programmes
  • Participate in and lead discussions in district fora regarding community data trends for performance monitoring
  • Collection and collation of programme data from supported outreach teams for reporting purposes
  • Provide timeous feedback to the DO ART teams on community data collected on a monthly basis
  • Compile monthly data reports and update the Dashboard for effective programme monitoring
  • Provide weekly monitoring and evaluation technical support to the roving teams for improved programme reporting
  • Review data in the different data systems every month to ensure alignment and improved data quality, i.e. TIER.Net data-capturing and reporting
  • Provide data updates on quality improvement plans to ensure optimal quality of care provided to supported communities
  • Participate in monthly facility data-review sessions to ensure improved data quality
  • Support the project team in fulfilling ad hoc data requests from partners and funders.

REQUIREMENTS 
Qualifications
  • An undergraduate degree or equivalent with three years’ experience in health data management
  • A valid driver’s licence is essential

Experience
  • At least three years’ operational experience in the District Health Information System (DHIS) 
  • Previous experience with TIER.Net data-capturing and reporting
  • Demonstrable data management skills and experience
  • Proven ability in compilation and delivery of presentations and in facilitation of training workshops
  • Previous work experience with NGOs, the public health sector, and/or PEPFAR-funded programmes would be an advantage

Overall competency requirements
  • A thorough understanding of South Africa’s public system, including the policies, management and health information systems and structures at national and provincial levels
  • Excellent administrative and organisational skills
  • Ability to work under pressure and meet deadlines; good time-management skills
  • Excellent facilitation and communication skills
  • Sensitivity to cultural differences as well as political, confidential and ethical issues pertaining to patient information.

REMUNERATION

A salary package commensurate with the successful candidate’s experience and qualifications and in line with HST’s Job Grading System will be offered.
