Data Management Officer
PURPOSE
Health Systems Training Institute (HSTi) wishes to appoint a Data Management Officer for the National Pregnancy Exposure Registry/Birth Defect Surveillance (NPER/BDS) Project implemented in partnership with the KwaZulu-Natal Department of Health (KZN-DoH) in eThekwini Metropolitan Municipality.
The Data Management Officer will be responsible for accurate and timeous weekly, monthly, quarterly, semi-annual and annual reporting, fulfilling related requirements and deadlines for internal mandates and for the funder's purposes.
District location: eThekwini
This is a fixed-term contract position, renewable based on continuation of funding.
KEY RESPONSIBILITIES
- Conduct validation exercises using facility-based registers and other data sources
- Assist with curation and cleaning of PER data collected at KZN sites
- Design and produce reports on data quality and missing data
- Respond to data-related queries
- Facilitate sharing/transfer of data into the national PER database
- Directly supervise the Data Clerks
- Provide support in the development and implementation of project work-plans with measurable outputs to ensure efficient achievement of the project deliverables.
REQUIREMENTS
Qualifications
- A qualification in Information Technology, data management or a related field
- A Master's degree in Public Health or a related field will be an advantage.
- Formal training in monitoring and evaluation will be an advantage.
- Training on data management systems and/or previous experience with TIER.Net and data-capturing and reporting is required.
Experience and competence
- At least three years' experience in an M&E-related position, managing health-related data including data verification and quality assurance, is essential; (a background in HIV and AIDS programme data will be an advantage).
- Good understanding of South Africa's public system, including policies, management and health information systems and structures at national and provincial levels
- Excellent computer skills (MS Word, MS Excel, MS Outlook, MS PowerPoint)
- Time-consciousness, self-motivation and a results-driven approach are essential.
- Ability to work as part of a team and independently
- Ability to use personal initiative towards achieving programme goals
- Excellent administrative and organisational skills
- Ability to work under pressure and meet deadlines; good time-management skills
- Good facilitation and communication skills
- Sensitivity to cultural differences as well as political, confidential and ethical issues pertaining to patient information
- A valid driver's licence is essential.
Remuneration
A salary package commensurate with experience and qualifications and in line with HST's job grading system will be offered to the successful candidate.
